Integrantes de la Mesa Nacional de Promoción de Inversiones Públicas analizaron y debatieron sobre la lista de proyectos de Alianzas Público Privadas (APP) que podrían ser implementados a corto y mediano plazo. El mismo se desarrolló en el marco de la primera reunión de la mesa, cuyo fin es la promoción de las inversiones en infraestructura pública de nuestro país.

Por parte de la Secretaria Técnica de Planificación del Desarrollo Económico y Social (STP), participó el viceministro de la coordinación general Económica y Social, Digno Ibarra, junto a Daniel Escauriza director general de  Proyectos de Participación Público Privada  y Pablo Brítez, director General de Inversiones.

Otras de las instituciones con representación son el Ministerio de Hacienda (MH), Ministerio de Obras Públicas y Comunicaciones (MOPC), Ministerio de Industria y Comercio (MIC), bajo coordinación del Gabinete Civil de la Presidencia.

Dentro de la línea de trabajo y dando continuidad al proceso, como equipo técnico priorizarán las propuestas en base a las necesidades existentes sobre infraestructura y el grado de avance de los proyectos a nivel de estudios de factibilidad.

Asimismo, una vez culminada esta fase, los mismos pondrán a consideración del Equipo Económico Nacional la lista de proyectos que consideren más relevantes para declararlo de interés público y pueda ser llevado adelante a través de APP.

La Mesa Nacional de Inversiones Públicas, fue creada por Decreto Nº.1918/2019 como órgano asesor del Poder Ejecutivo y “tiene por objetivo asesorar al Poder Ejecutivo en el ámbito de la promoción de inversiones en infraestructura pública y ampliación y mejoramiento de los bienes y servicios a cargo del Estado, en las diferentes modalidades establecidas y reglamentadas en las normativas legales vigentes”.

APP, es un instrumento de la política pública paraguaya para generar infraestructura que acompañe y potencie el crecimiento y desarrollo económico social e inclusivo del Paraguay.

Este instrumento se materializa en un contrato de largo plazo entre el Sector Público y el Sector Privado, a fin de desarrollar infraestructura pública y/o prestar servicios a que las mismas estén destinadas o que sean complementarias a ellas, así como en la producción de bienes y en la prestación de servicios que sean propios del objeto de organismo, entidades, empresas públicas y sociedades en la que el estado sea parte.

La STP dentro de su línea de acción, promueve, coordina e impulsa las acciones en el marco de los proyectos APP, además gestiona la política de difusión y transparencia y administra el registro público de estos proyectos.
