Se extienden plazos para evaluaciones de proyectos público privados

La Dirección General de Proyectos de Participación Público Privada (DGPPPP) de la Secretaría Técnica de Planificación del Desarrollo Económico y Social (STP) comunica que quedan suspendidos los plazos administrativos vinculados a la evaluación e los proyectos en estudio bajo el marco de la aplicación de la Ley 5103/2013 “Promoción de la inversión en infraestructura pública y ampliación y mejoramiento de los bienes y servicios a cargo del Estado”, sean estos de iniciativa pública y privada hasta el próximo 12 de abril.

 

Mediante Resolución 02/2020 y en consecuencia con el Decreto Presidencial Nro. 3442/2020 “Por el cual se dispone la implementación de acciones preventivas ante el riesgo de expansión del Coronavirus (COVID-19) al territorio nacional” del 9 de marzo pasado, la DGPPPP suspende los plazos administrativos para evaluación de proyectos, así como las reuniones presenciales organizadas y programadas por esta dependencia.

 

Asimismo, fijó las pautas para la recepción extraordinaria de presentaciones durante el periodo de emergencia sanitaria. Es así que, durante este periodo de emergencia sanitaria podrán ser recibidas de manera extraordinaria presentaciones iniciales o complementarias relativas a la evaluación de los proyectos, sean de iniciativa pública o privada, aunque se encuentren de manera incompleta.

 

En tal caso, deberán cumplir con todos los requisitos establecidos una vez que sean levantadas las medidas sanitarias de prevención establecidas por el Gobierno Nacional.

 

Es importante aclarar, que si bien la Resolución 02/2020 de la DGPPPP/STP dispone la suspensión hasta el 26 de marzo próximo, también establece que es periodo de suspensión es automáticamente prorrogable de acuerdo a la extensión de la aplicación de la medida sanitaria por parte del poder Ejecutivo y del Ministerio de Salud Pública y Bienestar Social (MSPyBS), como lo dicta el Decreto  3478 “Por el cual se amplía el Decreto 3456 y se establecen medidas sanitarias en el marco de la Emergencia Sanitaria declarada ante el riesgo de expansión del Coronavirus (COVID-19) en el territorio nacional”, que dispone del aislamiento preventivo hasta el 12 de abril.

 

Cabe destacar que la DGPPPP cuenta con varios proyectos en cartera en diferentes etapas y cada una de ellas cuenta con plazos establecidos expresamente en la normativa que son afectados por estas medidas.

 

La DGPPP es la dependencia responsable de coordinar e impulsar los proyectos de participación público privada. Así también, tiene el compromiso de asesorar a las administraciones contratantes en la estructuración de los proyectos presentados.
