Dando continuidad a los proyectos de iniciativas privadas que se vienen desarrollando en el país, la Secretaría Técnica de Planificación del Desarrollo Económico y Social (STP) participó de una reunión virtual para la evaluación conjunta de proyecto “Propuesta de Vía Navegable por el Río Paraguay Tramo Norte Asunción – Apa”, impulsado bajo la Ley 5102/2013 “De Promoción de la Inversión en Infraestructura Pública y Ampliación y Mejoramiento de los Bienes y Servicios a cargo del Estado”.

En la videoconferencia se trataron temas relacionados al estudio de prefactiblidad, el cual se encuentra bajo análisis. Asimismo, entre otros puntos, las instituciones evaluadoras discutieron acerca del alcance del complemento que buscará desarrollar la propuesta presentada de acuerdo con los requerimientos técnicos y ambientales.

 

La empresa proponente es Jan De Nul N.V S.A., compañía de origen belga, fundada en el año 1938 que presta servicios offshore y obras marítimas, así como en ingeniería civil y medio ambiental.

 

La misma presentará las respuestas a las observaciones realizadas por las evaluadoras. Posteriormente, se llevará adelante un taller de elegibilidad, coordinado por la Dirección General de Proyectos de Participación Público Privada (DGPPPP) de la STP.

 

Esto permitirá determinar el índice de elegibilidad del proyecto, y en esta etapa se confirma si cuenta con las características para ser llevado adelante bajo la modalidad APP.

 

Es importante destacar que el mencionado taller de elegibilidad será realizado de manera virtual, siguiendo con las medidas sanitarias impuestas por el Gobierno Nacional para evitar la propagación del COVID-19.

 

La videoconferencia de evaluación del proyecto fue realizada el pasado 26 de marzo y participaron por el MOPC, el  titular de la Dirección de Proyectos Estratégicos (DIPE), Jorge Vergara, del Ministerio de Hacienda, el Director del Sistema de Inversión Pública (DSIP), Facundo Salinas y el Director General de la DGPPPP, dependiente de la STP, Daniel Escauriza, con sus respectivos equipos. En representación de la empresa Jan de Nul, participaron Pieter Jan de Nul, Ezequiel Cassagne, Juan Bautista Allegrino, entre otros.

 

La DGPPP es la dependencia responsable de coordinar e impulsar los proyectos de participación público privada. Así también, tiene el compromiso de asesorar a las administraciones contratantes en la estructuración de los proyectos presentados.
